Articles indicate the First State Bank of Hazen had closed (prior to 1927) and was in receivership; a receiver paid a dividend to depositors in April 1928. There is no mention of a depositor run; the bank was closed and a receiver was administering assets, so this is a suspension leading to permanent closure/receivership.
