RECEIVER FOR RUINED BANK JUDGE WOODS PLACES INSTITUTION IN HANDS OF WESTPHAL-CASHIER OUT ON BOND. PARKERSBURG, Aug. 17.-Judge Woods, in the Circuit Court of Ritchie county, on the application of stockholders as creditors, yesterday named W. H. Westphal, one of the biggest stockholders" of the ruined Smithville bank, ,as receiver of that institution. Mr. Westphal gave bond at once and took charge. The appointment is said to be very satisfactory to all of the stockholders, all of whom - are very much pleased with the present outlook as it is said the bank has assets sufficient to pay out the deposits without assessment on the stockholders, which was more than at first anticipated. George Clammer, cashier, who was held responsible, for the bank's condition, was released from jail giving bond in the penalty of $20,000 as re: quired by law. Several well known and responsible citizens became his surety.
