BELLINGHAM, Wash., Nov. 2.By maying $10,000, Charles Cissna, former head of the Home Securities Savings bank, secured the dismissal of a $109,000 damage suit against him The bank closed its doors in March and Cissna was charged with fraud. He will pay the $10,000 to Receiver Mead.
