OFFICIALS RED ACTIVITIES Action to Be Taken Against Communists, working hand in hand with bearish stock traders, are accused by the State Banking Department causing the run on the Chelsea Bank, which resulted in that institution's closing last week. The precise charge of "undermining the public confidence in New York banks" by "whispering campaigns" be handed over to District Attorney Crain in Manhattan for criminal prosecution.
